A U.S. government agency, headed by Alexander Pierce, believes that the world may be better off under their control and so has been implementing a plan to promote worldwide peace with limited war games. In reality, they have been forcing other countries into submission with threats of weapons of mass destruction and the Winter Soldier's assassins under their employ.
The Maximoff twins try to bring in both Baron Strucker and Zemo to show them footage from Wanda's vision about the future - a future where Ultron will cause apocalyptic events across Earth - but neither can be found after a short search. Aboard the " helicarrier ", Tony Stark and James Rhodes argue over whether to sign the Sokovia Accords, a bill which will put a panel of oversight on Superhero activities. Meanwhile, a Winter Soldier target is located in Vienna, Austria preventing him from being questioned about HYDRA's plans. Unwilling to delay their attack any longer, Captain America and Falcon accept the mission to take out the target. Sam Wilson tells Steve that he wants to join as well as he is still furious at Helmut Zemo for what happened six months earlier in Lagos. In Austria, Cap and Bucky Storm in but witness a bomb blast that kills the targets in attendance. HYDRA agents capture Wanda Maximoff after spying on her in Austria. She doesn't believe her vision about a future in which Ultron takes over humans, and she figures out that she is being used in a wider HYDRA conspiracy. She is currently under the control of Baron Wolfgang von Strucker who reveals to her his plan to destroy Earth by manipulating the minds of all its inhabitants with "neuralyzers". The next day at Avengers Tower, Wanda shows Tony footage from her mind of Ultron attacking humanity but missing Valkyrie, causing everyone to think it's just propaganda and go back to their lives. Tony and Rhodey set out to find the killer who was responsible for the previous explosion in Austria, and they find a clue in the bomber's cellphone. Meanwhile, Cap and Falcon track down and take out the Winter Soldier and they begin to investigate how he is connected with that mission. Aboard a Helicarrier, Black Widow briefs her team of new recruits on her version of events from The Avengers. She also discloses plans to help them get accustomed to their new lives as super heroes. In South Africa, Wanda recounts her childhood after Baron Strucker tells her about what happened to her family at his hands. Relationships Captain America and Bucky continue their relationship, but it is still causing issues within the Avengers. Black Panther has an ongoing romantic relationship that is complicated because Pietro's father is also his father-in-law. Vision gets into arguments with Scarlet Witch about their unexpected chemistry, and the other graduates report to their mentors. “ ", like "Thunderbolt Ross", is used as a nickname for Tony Stark by Steve Rogers, referring to his first name along with his middle initial (first name first).
